Financial Agreement

PAYMENT OF FEES/PROMISE TO PAY

I understand when I register for any class at Moberly Area Community College (hereafter referred to as MACC) or receive any service from MACC, I accept full responsibility to pay all tuition, fees, and other associated costs assessed as a result of my registration and/or receipt of services. I further understand and agree my registration and acceptance of these terms constitutes a contractual agreement (i.e., a financial obligation in the form of an educational loan as defined by the U.S. Bankruptcy Code at 11 U.S.C. §523(a)(8)) in which MACC is providing me educational services, deferring some or all of my payment obligation for those services, and I promise to pay for all assessed tuition, fees, and other associated costs by the published or assigned due date.

I understand and agree if I drop or withdraw from some or all of the classes for which I register, I will be responsible for paying all or a portion of tuition and fees in accordance with the published tuition refund schedule at https://www.macc.edu/refund-information. I have read the terms and conditions of the published tuition refund schedule and understand those terms are incorporated herein by reference. I further understand my failure to attend class or receive a bill does not absolve me of my financial responsibility as described above.

DELINQUENT ACCOUNT/COLLECTION

Financial Hold: I understand and agree if I fail to pay my student account bill, or any monies due and owing MACC by the scheduled due date, MACC will place a financial hold on my student account, preventing me from registering for future classes, obtaining transcripts, or receiving my diploma.

Late Payment Charge: I understand and agree if I fail to pay my student account bill, or any monies due and owing MACC by the scheduled due date, MACC will assess a late payment fee at a minimum of $50.

Collection Agency Fees: I understand and accept if I fail to pay my student account bill or any monies due and owing MACC by the scheduled due date, and fail to make acceptable payment arrangements to bring my account current, MACC may refer my account to a collection agency. I further understand if MACC refers my student account balance to a third party for collection, whether an attorney or collection agency, I will be responsible for any costs (including but not limited to collection fees) associated with attempting to collect the monies due and owing. I understand a collection fee will be assessed and will be due and owing in full at the time of the referral to the third party. The collection fee will be calculated at the maximum amount permitted by applicable law but not to exceed 40% of the amount outstanding. For purposes of this provision, the third party may be a debt collection company or an attorney. If a lawsuit is filed to recover an outstanding balance, I shall also be responsible for any costs associated with the lawsuit such as court costs or other applicable costs. Finally, I understand that my delinquent account may be reported to one or more of the national credit bureaus.

COMMUNICATION

Method of Communication: I understand and agree MACC uses email as an official method of communication with me and I am responsible for reading the emails I receive from MACC on a timely basis.

Contact: I authorize MACC and its agents and contractors to contact me at my current and any future cellphone number(s), email address(es), or wireless device(s) regarding my delinquent student account(s)/loan(s), any other debt I owe to MACC, or to receive general information from MACC. I authorize MACC and its agents and contractors to use automated telephone dialing equipment, artificial or prerecorded voice or text messages, and personal calls and emails in their efforts to contact me. Furthermore, I understand that I may withdraw my consent to call or text my cellphone using automated telephone dialing equipment by submitting a clear revocation request to MACC Student Affairs or to the applicable contractor or agent contacting me on behalf of MACC.

Updating Contact Information: I understand and agree that I am responsible for keeping MACC records up to date with my current mailing addresses, email addresses, and phone numbers by logging into https://my.macc.edu/ics and submitting an Information Update Form. The linked procedure is incorporated herein by reference. Upon leaving MACC for any reason, it is my responsibility to provide MACC with updated contact information for purposes of continued communication regarding any amounts that remain due and owing to MACC.

ENTIRE AGREEMENT

This agreement supersedes all prior understandings, representations, negotiations, and correspondence between the student and MACC, constitutes the entire agreement between the parties with respect to the matters described, and shall not be modified or affected by any course of dealing or course of performance. This agreement may be modified by MACC if the modification is signed by me. Any modification is specifically limited to those policies and/or terms addressed in the modification.

SEVERABILITY CLAUSE

If any provision, term, or clause of this Agreement is declared illegal, unenforceable, or ineffective in a legal forum with competent jurisdiction to do so, this Agreement shall be deemed severable, and all other provisions, terms, and clauses of the Agreement will remain valid and binding on the Parties.

FINANCIAL AID

I understand aid described as “estimated” on my Financial Aid Award does not represent actual or guaranteed payment but is an estimate of the aid I may receive if I meet all requirements stipulated by that specific aid program. I understand my Financial Aid Award is contingent upon my continued enrollment and attendance in each class upon which my financial aid eligibility was calculated. If I drop any class before completion, I understand my financial aid eligibility may decrease and some or all of the financial aid awarded to me may be revoked.

If some or all of my financial aid is revoked because I dropped or failed to attend class, I agree to repay all revoked aid disbursed to my account and resulted in a credit balance refunded to me.

METHOD OF BILLING

I understand MACC uses paper as its official billing method; however, I may log into https://my.macc.edu/ics to view my e-bill and account balance and make a payment prior to receiving a paper bill. I further understand failure to receive a paper bill and to review my e-bill does not constitute a valid reason for paying my bill after the due date, or failure to pay.

BILLING ERRORS

I understand administrative, clerical, or technical billing errors do not absolve me of my financial responsibility to pay the correct amount of tuition, fees, and other associated financial obligations assessed as a result of my registration at MACC.

RETURNED PAYMENTS/FAILED PAYMENT AGREEMENT

If a payment made to my student account is returned by the bank for any reason, I agree to repay the original amount of the payment plus a returned payment fee. I understand multiple returned payments and/or failure to comply with the terms of any payment plan or agreement I sign with MACC may result in cancellation of my classes and/or suspension of my eligibility to register for future classes at MACC.

WITHDRAWAL

If I decide to completely withdraw from MACC, I will follow the instructions at https://www.macc.edu/registration-withdraw-procedures/, which I understand and agree are incorporated herein by reference.

PRIVACY RIGHTS & RESPONSIBILITIES

I understand MACC is bound by the Family Educational Rights and Privacy Act (FERPA), which prohibits MACC from releasing any information from my education record without my written permission. Therefore, I understand if I want MACC to share information from my education record with someone else, I must provide written permission by completing the Consent to Release Form at https://my.macc.edu/ics. I further understand I may revoke my permission at any time as instructed in the same procedure.

INTERNAL REVENUE SERVICE (IRS) FORM 1098-T

I agree to provide my Social Security number (SSN) or taxpayer identification number (TIN) to MACC as required by IRS regulations for Form 1098-T reporting purposes. If I fail to provide my SSN or TIN to MACC, I agree to pay any and all IRS fines assessed as a result of my missing SSN/TIN. I consent to receive my annual IRS Form 1098-T, Tuition Statement, electronically from MACC. I understand if I do not consent to receive my Form 1098-T electronically, a paper copy will be provided. I understand I can withdraw this consent or request a paper copy by following the instructions at https://www.macc.edu/1098-t-faq.

 

FINANCIAL RESPONSIBILITY AGREEMENT

1098-T FAQ

As required by the Internal Revenue Service (IRS), Form 1098-T is provided by Jan. 31 to all students who had qualified tuition and other related educational expenses billed to them during the previous calendar year, January 1 – December 31.

The 1098-T form is informational only and should not be considered as tax advice. It serves to alert students that they may be eligible for federal income tax education credits such as the Lifetime Learning Credit and the Hope Credit as part of their Federal Income Tax Return. IRS Publication 970, “Tax Benefits for Higher Education,” as well as Chapter 35 of IRS Publication 17, provide additional information on these credits. While it is a good starting point, the 1098-T, as designed and regulated by the IRS, does not contain all of the information needed to claim a tax credit. To determine the amount of qualified tuition and fees paid, and the amount of scholarships and grants received, a taxpayer should use their own financial records. There is no IRS requirement that you must claim the tuition and fees deduction or an education credit. Claiming education tax benefits is a voluntary decision for those who may qualify.

FREQUENTLY ASKED QUESTIONS:

Q:  What is a 1098-T?
A:  The 1098-T form is used by eligible educational institutions to report information about their students to the IRS as required by the Taxpayer Relief Act of 1997. Eligible educational institutions are required to submit the student’s name, address, taxpayer’s identification number (TIN), enrollment status, amounts paid for qualified expenses, and scholarships and/or grants.

Q:  When will my 1098-T be available?
A:  As required by the Internal Revenue Service (IRS), Form 1098-T is available by Jan. 31 to all students who had reportable transactions during the previous calendar year.

Q: How do I get my 1098-T?
A:  As agreed upon in your Financial Responsibility Agreement, the 1098-T is an electronic document that you access and print from your myMACC account.

Log on to my.macc.edu using your myMACC username and password.  Click on the “Student” tab at the top, then the “Billing Information” link in the left margin.  At the bottom of the page is a link “Go to My 1098-T Info”. Click to view your 1098T info (you must allow popups as it opens in a new window). You can view, print, or save the 1098-T document.

If you cannot remember your username and/or password, contact the Computer Services Coordinator at your nearest campus or call 660-263-4100 ext.11555.

Q:  What do I do with the 1098-T?
A:  The 1098-T form is informational only and should not be considered tax advice. Q:  How do I know if I am eligible for a tax credit?
A:  MACC cannot determine if you qualify for a tax credit and is not allowed to give you tax advice.  Please read the instructions of the 1098-T statement and obtain IRS publication 970 and Form 8863 or contact a tax professional about your personal income tax situation.  The IRS website is www.irs.gov.

Q: Did you send a copy of this form to the IRS?
A:  Yes. Section 6050S of the Internal Revenue Code, as enacted by the Taxpayer Relief Act of 1997, requires institutions to file the 1098-T information returns with the IRS.

Q: How did MACC figure out what amounts to include in Form 1098T Box 5 – Scholarships or Grants?
A:  The figure in Box 5 – Scholarships or Grants, includes scholarships, grants and, if applicable, payments made by a third party under a formal billing arrangement (i.e., outside scholarships, employer provided educational assistance [regardless of taxability], military, etc.) which have been administered by MACC.  If you received other forms of outside scholarships and grants not administered by MACC, it is your responsibility to adjust the figure accordingly. Third party payments do not include payments made by your parent or other individuals.

Q: What if I am an international student?
A:  MACC will produce 1098-T forms for international students as requested.  Presentation of a valid social security card or tax identification card is required for this purpose.  Please contact the IRS for more information.

Q: When will payments post to my student account over the winter break.
A:  Payments received in the mail during MACC’s winter break will be entered on the first business day following the break, but will be posted to December activity.  Payments received on or after January 2 will be posted the day they are received regardless of the check date or envelope postmark.

Online payments via Nelnet will be posted on the day the payment was made.

How much does a semester at MACC cost?

Investing in a college education may be the best investment you can make. However, as with any investment, you should know up front how much it will cost. In order to assist you in planning your education, we have outlined the costs, including tuition and fees, for MACC district residents, other Missouri residents, other U.S. residents, and International Students.

Student Activity Fee/Support Service Fee (Does not apply to Dual Credit courses)

Student activity/support fees fund student support services, student clubs and social activities, programs and events for students. Examples are: access to Student Commons, student IDs, admissions to athletic, drama, musical events, student organizations, Spring Flings, graduation, support services such as Security, Student Affairs, LARC/tutoring, Business Services, and Financial Aid Office.

Technology fees fund student computer labs, instructional technology support, and the technology infrastructure. Examples are: Instructional Technology and Computer Service support services, wifi access on campus, classroom technology such as Canvas, virtual instruction hardware and software, access to electronic library resources, and student email.

Residency Definitions

MACC District Resident

A MACC district resident is defined as one of the following:

  • Students claimed as dependents who reside with their parents and whose parents have their permanent residence within the Moberly Area Community College District.

  • Students who do not live with their parents but are claimed as dependents by their parents whose permanent residence is within the Moberly Area Community College District. Students who have established permanent residence in the Moberly Area Community College District through full-time employment or other pursuits. Additionally, a student who has established residence in the Moberly Area Community College District for the purpose of attending college must reside in the district for at least 12 consecutive months prior to the first day of class.

  • Students who have declared their emancipation and have established their residence within the Moberly Area Community College district by living in the district for 12 consecutive months prior to enrollment.

  • Students who own and reside in a home in the MACC district.

Residency will be determined at the time of admission by the Office of Student Affairs according to the residency policy. Any questions concerning the policy or its interpretation should be directed to the Dean of Student Affairs and Enrollment Management.

Students who have their residency outside the MACC district but have met the established criteria to be a MACC district resident must apply for this residency change. MACC will not make the change automatically. If a question arises concerning the resident status of the student, the student has responsibility to prove permanent residence within the district.

Any proof that the student can provide will be evaluated on an individual basis. The following legal documents may be used to verify residency if they are issued in the student’s name, indicate current address, and are dated at least 12 months prior to the student’s enrollment:

  • Contracts for purchase of property

  • Lease or rental agreements

  • Utility contracts (including 1-year certificates)

  • Bank statements

  • Tax forms (e.g., personal property, state, income, real estate)

Students who have declared their emancipation and are under 22 years of age may be required to submit a copy of their parent’s income tax form to verify that they were not claimed a dependent.

Other Missouri Residents

Other Missouri Residents are those whose permanent residence and address are within the state of Missouri but not within the College district. In addition, if the student is not living with his or her parents, the student must be 22 years of age or emancipated (student is not under the care, custody or support of parents or legal guardians).

Other U.S. Residents

Other U.S. Residents are those whose permanent residence and address are outside the state of Missouri. This includes the following:

  • International Student: This is a foreign national who is in the United States on an approved visa.

  • Un-Emancipated Minor Student: This is a student less than 22 years old who is still under the care, custody or support of parents/legal guardians who reside outside the state of Missouri

 

The following individuals shall be charged the in-state rate, or otherwise considered a resident, for tuition purposes:

  • A Veteran using educational assistance under either chapter 30 (Montgomery G.I. Bill – Active Duty Program) or chapter 33 (Post-9/11 G.I. Bill), of title 38, United States Code, who lives in the State of Missouri while attending a school located in the State of Missouri (regardless of his/her formal State of residence) and enrolls in the school within three years of discharge from a period of active duty service of 90 days or more.

  • Anyone using transferred Post-9/11 GI Bill® benefits (38 U.S.C. § 3319) who lives in the State of Missouri while attending a school located in the State of Missouri (regardless of his/her formal State of residence) and enrolls in the school within three years of the transferor’s discharge from a period of active duty service of 90 days or more.

  • A spouse or child using benefits under the Marine Gunnery Sergeant John David Fry Scholarship (38 U.S.C. § 3311(b)(9)) who lives in the State of Missouri while attending a school located in the State of Missouri (regardless of his/her formal State of residence) and enrolls in the school within three years of the Service member’s death in the line of duty following a period of active duty service of 90 days or more.

  • Anyone described above while he or she remains continuously enrolled (other than during regularly scheduled breaks between courses, semesters, or terms) at the same school. The person so described must have enrolled in the school prior to the expiration of the three year period following discharge or death described above and must be using educational benefits under either chapter 30 or chapter 33, of title 38, United States Code.

Iowa/Illinois

Residents from the following states/counties will be allowed to attend MACC at the out-of-district rate (in-state rate):

Iowa – Davis County, Van Buren County, Lee County

Illinois – Hancock County, Adams County, Pike County
