Residency

All classifications of residency are determined at the time of application to MACC. Requests for change of residency must be completed before the end of the 100% refund period for the semester (refer to the Academic Calendar for semester refund dates). Any requests received after the 100% refund period will not be in effect until the following semester. See all Residency Guidelines in Policy Handbook section G.270.

Residency Definitions & Change of Residency Instructions

MACC District Residents

A. Students claimed as dependent by their parents, who reside or do not reside with their parents, and whose parents
     have their permanent residence within the Moberly Area Community College (MACC) Taxing District.

B. Students who have established permanent residence in the MACC Taxing District through full-time employment or
     other pursuits. A student who has established residence in the MACC Taxing District for the purpose of attending
     college must reside in the MACC Taxing District for at least 12 consecutive months prior to the first day of classes.

C. Students who have declared their emancipation (i.e., under the age of 21 and who are not under the care, custody,
     and support of a legal custodian(s)) and have established their residence within the MACC Taxing District by living in
     the district for 12 consecutive months prior to enrollment.

D. Any individual who is currently serving in the Missouri National Guard or a reserve component of the military forces
     of the United States or who is in the process of separating from any branch of the military forces of the United
     States with an honorable or a general discharge shall have MACC District Resident Status for purposes of admission
     and if the individual —
          a. Demonstrates presence in the MACC Taxing District; and
          b. Declares residency in the MACC Taxing District.

Other Missouri Residents

A. Other Missouri Residents are ones whose permanent residence and address are within the state of Missouri but not
     within the MACC Taxing District. In addition, if the student is not living with his or her parents, the student must be
     21 years of age and emancipated (student is not under the care, custody or support of a legal custodian(s)).

B. Students who have established permanent residence in the state of Missouri. (See Residency Verification
     requirements below.)

C. Any individual who is currently serving in the Missouri National Guard or a reserve component of the military forces
     of the United States or who is in the process of separating from any branch of the military forces of the United
     States with an honorable or a general discharge shall have Other Missouri Resident Status for purposes of
     admission and if the individual —
          a. Demonstrates presence in Missouri; and
          b. Declares residency in Missouri.

D. In compliance with Public Law 114-315, known as the Jeff Miller and Richard Blumenthal Veterans Health Care and
     Benefits Improvement Act of 2016, Section 417, Moberly Area Community College will charge Other Missouri
     Resident Rates for military veterans who meet any of the following criteria:

           1. A Veteran using educational assistance under either chapter  30 (Montgomery G.I.Bill – Active Duty Program)
               or chapter 33 (Post-9/11 G.I. Bill), of title 38, United States Code, who lives in Missouri while attending a school
               located in Missouri (regardless of their formal State of residence) and enrolls in the school within three years
               of discharge or release from a period of active duty service of 90 days or more. Effective August 1, 2021,
               Section 1005 of P.L.116-315 (Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020)
               eliminates the three-year requirement.

          2. Anyone using transferred Post-9/11 GI Bill benefits (38 U.S.C. § 3319) who lives in Missouri while attending a
               school located in Missouri (regardless of their formal State of residence) and enrolls in the school within three
               years of the transferor’s discharge or release from a period of active duty service of 90 days or more. Effective
               August 1, 2021, Section 1005 of P.L.116-315 (Isakson and Roe Veterans Health Care and Benefits Improvement
               Act of 2020) eliminates the three-year requirement.

          3. Anyone described above while he or she remains continuously enrolled (other than during regularly scheduled
              breaks between courses, semesters, or terms) at the same school. The person so described must have enrolled
              in the school prior to the expiration of the three-year period following discharge or release as described above
              and must be using educational benefits under either chapter 30 or chapter 33, of title 38, United States Code.
              Effective August 1, 2021, Section 1005 of P.L.116-315 (Isakson and Roe Veterans Health Care and Benefits
              Improvement Act of 2020) eliminates the three-year requirement.

          4. Anyone using benefits under the Marine Gunnery Sergeant John David Fry Scholarship (38 U.S.C. § 3311(b)(9))
              who lives in Missouri while attending a school located in Missouri (regardless of their formal State of
              residence).

          5. Anyone using transferred Post-9/11 G.I. Bill benefits (38 U.S.C. § 3319) who lives in Missouri while attending a
              school located in Missouri (regardless of their formal state of residence) and the transferor is a member of the
              uniformed service who is serving on active duty.

Other U.S. Residents

Students whose permanent residence is outside the state of Missouri. This includes students who are unemancipated minors (i.e. under the age of 21 and who is under the care, custody, and support of a legal custodian (s)).

International Student

An international student is a student who is in the United States on an approved, educational visa. International applicants must meet specific, international admission requirements as specified by MACC.

Iowa/Illinois (Bordering Counties)

Residents from the following states/counties will be allowed to attend MACC at the Other Missouri Resident Rate:

Iowa – Davis County, Van Buren County, Lee County
Illinois – Hancock County, Adams County, Pike County

Change of Residency Instructions

If a student believes their current resident status is different based on the guidelines above, it will be the responsibility of the student to complete the Change of Residency Status Application and provide legal documentation verifying their change of residency. MACC will not make the change automatically. If a question arises concerning the resident status of the student, it will be the responsibility of the student to prove permanent residency. Any proof that the student can provide will be evaluated on an individual basis.

Determination of Missouri Resident Status:

     1. Attendance at an institution of higher education shall be regarded as a temporary presence inside or outside of
         Missouri; therefore, a student neither gains nor loses resident status solely by such attendance.

     2. Either of the following shall be sufficient proof of domicile (permanent residence) in Missouri:
             A. Presence in Missouri for a minimum of the immediate past 12 months and proof of intent to make Missouri a
                 permanent residence for an indefinite period; or
             B. Presence in Missouri for the purpose of retirement, full-time employment, full-time professional practice, or
                 conducting business full-time and proof of intent to make Missouri a permanent residence for an indefinite
                 period.

       3. Criteria used in determining proof of intent to make Missouri a permanent residence for an indefinite period
            include:
              A. Continuous presence (immediate past 12 months) in Missouri during those periods not enrolled as a
                   student; and
              B. Full-time employment in Missouri (provide copies of 12 months of pay stubs or bank statements showing
                   pay deposits); or
              C. Ownership of a home in Missouri (provide copies of Property Deed or Property Title); or
              D. Marriage to a Missouri resident and sharing a home with the resident spouse in Missouri (provide copies of
                   marriage license and proof of residency as outlined below); or
              E. Copies of two of the following documents indicating student’s name and current address:
                         1. Voter Registration Card
                         2. Employment Verification
                         3. Lease or Rental Agreements
                         4. Written statement of intent (contracts) to establish domicile in Missouri
                         5. Automobile Registration Card
                         6. Missouri Driver’s License
                         7. Receipt showing payment of income, personal, or property taxes in Missouri 

The Change of Residency Application and all required supporting documentation must be returned to MACC by one of the following options:
          1. email to (sent from your student email or personal email address on file): residency@macc.edu
          2. drop off at any MACC Campus Student Affairs Office
          3. mail to:

Cost of Attendance

MACC uses a Cost of Attendance (COA) to calculate student financial aid. The COA is a reasonable estimate of the cost of attending MACC for one year. Students are assigned a financial aid COA based on several factors, including enrollment and residency, as well as dependency status and housing status, as reported on the FAFSA. 

Please note, the COA is not the amount you owe the college. To help you calculate your direct charges owed to MACC you may review the Tuition and Fees page.  Please note, communication about your bill will be sent to you from the MACC Business Office.

2023-2024 Estimated Cost Worksheet

The Cost of Attendance (COA) is the maximum amount of aid a student may receive from all types of aid combined. The Financial Aid Office establishes standard student budgets (also known as the COA) each year as a basis for awarding financial aid funds. These budgets reflect typical “modest but adequate” expense patterns of Moberly Area Community College students based on survey results. While actual expenses will vary based on each student’s lifestyle and level of enrollment, the estimated costs used in the cost of attendance should assist students with planning their own budgets. We strongly recommend each student to create a modest and conservative budget and stick to it. The four C’s – cars, clothes, credit cards, and calls – can bust your budget! 

The components of the MACC Cost of Attendance (COA) are described below:

Tuition and Fees 

The tuition and fees component used in the COA is based on the average costs for a typical MACC student, using the average of the in-seat, hybrid and online course rates. The actual costs a student incurs will vary depending on their enrollment choices. A list of current tuition and fees for all MACC courses and students are available from the Business Office, and may be found online here: Tuition and Fees. Tuition and Fee rates are set by the Board of Trustees every year and are subject to change.

Living Expenses (Housing and Meals)

Unless a student has contracted housing and/or a meal plan with MACC, their housing is discretionary and costs can vary significantly based on their living arrangements and personal choices. We suggest each student carefully evaluates their costs incurred when choosing to live off-campus. If you live off-campus, you may save money by having roommates. Students who live at home and commute to campus will reduce housing and meal costs significantly. The housing and meals component of the COA will be based on information provided on the student’s FAFSA.

2023-2024
Independent students and Dependent students not living at home $4,772 per semester
Dependent students living at home $2,000 per semester
Students living in dorm with a meal plan
Dorm is $1,750 and meal plan is $2,000 for 19 meals; there is an additional $208 allowance included in the COA for 2 additional meals per week (not included in meal plan), allowing for a total of 21 meals per week. 
 $3,958 per semester

Books and Supplies

The book allowance is $436 per semester (2023-2024)

These costs vary by program, course load, and classes selected; based on survey data we estimate the books and supplies component to be $436 per semester.  MACC offers e-Books and other electronic resources for many classes. A Course Fee is directly billed to students’ accounts at the time of registration. The fee gives students “day one” access to course resources, including ebooks, and in some courses an online lab through Canvas. This fee is course specific and listed on the Student Data Sheet. Transportation

The travel allowance is $357 per semester (2023-2024)  This allowance include costs for operating and maintaining a vehicle which is used to trans­port the student to and from school, but not for the purchase of a vehicle. Each student’s cost may vary depending on how far and often they travel for class meetings. We recommend car-pooling as a means for reducing transportation costs. The amount is based on survey results which indicated the average MACC student travels 39 miles each week to attend classes; multiplied by 65 cents per mile, which is the State of Missouri mileage reimbursement rate.

Personal and Miscellaneous

The allowance for personal and miscellaneous expenses is $752 per semester (2023-2024). This category represents every other student expenses such as: cell phone, clothes, personal hygiene, entertainment, etc. It is the most variable and personal component of anyone’s budget. Personal spending can make or break a college budget! The most important thing is to set yourself an allowance, keep track of your expenses, and stick to your budget.
